9:45 - 11:00 FBI Briefing on Malign Foreign Influence and Election Crimes: The FBI's Columbus Resident Agency will provide an overview of and trends in voter/ballot fraud, civil rights violations, campaign finance offenses, and what activities are NOT Federal election crimes. It will also discuss its efforts to identify and counteract the full range of malign foreign influence operations targeting our democratic institutions and our values.
These operations have included the targeting of U.S. officials and other U.S. persons through traditional intelligence tradecraft; criminal efforts to suppress voting and provide illegal campaign financing; cyber attacks against voting infrastructure, along with computer intrusions targeting elected officials and others; and other kinds of influence, such as both overtly and covertly manipulating news stories, spreading disinformation, leveraging economic resources, and escalating divisive issues. These operations have been discovered to not just be an election-cycle threat, and there has been a clear distinction between activities that threaten the integrity of our election systems and the broader threat from operations designed to influence voters.
This presentation will cover the objectives, forms, and scale of these operations; the steps in the adversaries' process; its impact upon American business and academia; and what law enforcement and the private sector can do to combat this threat.
Speaker Biography
Jeffrey J. Young was appointed the Director of the Franklin County Emergency Management and Homeland Security (FCEMHS) on October 13, 2016. He brings a history of steady leadership and extensive experience in public safety including preparing for and responding to a wide range of local and national disasters. Director Young served in the Navy then the Upper Arlington Division of Fire where he achieved the rank of Fire Chief. Today, Director Young will provide an update on the COVID-19 impact on Franklin County. He will discuss the history of the virus, the factual numbers, what FCEMHS has done during this crisis, and the steps taken to reduce the spread.
